| Abstract: | Using rural community card data in Hokkaido from 1995 to 2000, a truncated negative binomial model was constructed and the resulting estimations were used to clarify the factors that led to changes in the number of farm households during this period of time. The results show that in order to maintain farm household numbers, programs that lead to a greater diversity in the ages of farmers and encouragement of "commercial farm households" can be effective. In addition, programs that promote partial "outsourcing of agricultural works" and those that help rectify the circumstances that put farmers in hilly and mountainous areas at a disadvantage can also be effective. |
