| Abstract: | 目的：HIV 陽性者へ困難なく福祉サービス提供を行うため，HIV 陽性者からの利用申し込みを拒否しない福祉サービス事業所が参加するネットワークを構築する。方法：北海道ブロック各拠点病院HIV 担当ソーシャルワーカーにより以下の福祉事業所へネットワークへの参加依頼を行った。(1) 2012 年にはばたき福祉事業団が道内の福祉施設を対象に行った「施設を対象としたエイズ患者/HIV 感染者生活支援実態調査」においてHIV 感染者の受け入れ可能と回答した事業所。(2) HIV 陽性者へのサービス提供の経験がある事業所。(3) 北海道大学病院が行っているHIV 出張研修を受けた事業所。(4) ソーシャルワーカーが職能団体を通じて繋がりのある事業所。さらに，北海道保健福祉部から北海道内の社会福祉法人に対して，ネットワーク参加依頼の文書が配布された。結果：ネットワークへの参加を働きかけたところ，51 件の法人本部，福祉事業所代表の登録が得られ，グループ内の407 件の福祉事業所に利用申し込みをすることが可能となった。一方でネットワークへの参加を断った福祉事業所もあった。考察：行政からの依頼で多くの社会福祉法人のネットワーク登録があったことから，ネットワーク構築には行政との連携が有効であると考えられた。現在，ネットワークに参加している事業所は札幌圏に集中している。また，訪問看護サービスが多く参加している一方で入所サービスの参加が少ないという偏りもある。HIV 陽性者のニーズに応じた福祉サービスを提供するためには，ネットワークのさらなる拡大が必要である。 | | Purpose : The aim of this study is to establish a network of welfare service facilities that care for HIV-infected patients without prejudice, in order to offer services to these patients without hindrance. Methods : The social workers belonging to AIDS core hospitals in Hokkaido requested the participation of the network at the following facilities : those that had claimed to be able to accept HIV-infected patients in the investigation made by the Habataki Welfare Project in 2012 ; those that had a history of accepting HIV-infected patients ; those that had received a lecture on HIV from Hokkaido University Hospital ; and those with connections to social workers through professional organizations. In addition, documents requesting participation in the network were sent to the welfare service facilities in Hokkaido by the Department of Health and Welfare of the Hokkaido government. Results : Fifty corporate headquarters and welfare office representative registered to the network, resulting in the availability of 401 welfare service facilities. However, some welfare service facilities refused to register to the network. Discussion : The facilities participating in the network were concentrated in the Sapporo area, and there is an imbalance in the type of services available : only a few facilities offered admission service, while many facilities offered visiting nursing services. In order to offer welfare services that wholly meet the needs of the HIV-infected patients, further expansion of this network is necessary. |
