| Abstract: | In 2011, the act of forum for policy consultations between the central and local governments was enacted. The purpose in establishing the forum was to promote the decentralization and to make the municipal administration efficient and effective. By 2018, the forum meetings have been held approximately 30 times, but it today does not play the role they expected. This paper explains background and current status of the act. And it sorts out problems of the discussions on the forum. |
