Abstract: Issues to consider regarding transportation in Hokkaido include “urban structure scattered across a wide area around Sapporo,” “population decline more than in other regions,” and “delay in the development of high-speed transportation infrastructure.” Furthermore, COVID-19 has caused a significant decrease in transportation demand. Hence, transportation companies need to radically review their income and expenditure streams. This paper focuses on passengers and provides an overview of the current state of transportation between major cities in Hokkaido including the issues faced and discusses countermeasures.
