Abstract: Kitashiribeshi Regional Coordinated Disaster Prevention Project is a social initiative to build a system to ensure the provision of disaster prevention reserves, the location of evacuation centers and stockpiles, and the provision of food and medical supplies in five towns (Shakotan, Yoichi, Niki, Furubira and Akaigawa) adjacent to Otaru City in Hokkaido, by combining public, private and academic efforts. The five towns, which have a population of approximately 26,000 people and 14,000 households, have an ageing rate of 40%, higher than the national average. Most of Yoichi's 17,446 people and 9,109 households live in residential areas developed in the watersheds of major rivers. The only main roads leading to Sapporo and Otaru City are National Highways 5 and 229, and severing the main roads would mean transportation disruption. Hokkaido has numerous active faults and is geographically characterized because it has historically been subject to periodic significant earthquakes. In a severe disaster in a wide area, each local government's efforts could not save all victims. The consortium was established to meet the needs of individual disaster victims after the primary evacuation, ensure facility heating in winter, protect the QOL of evacuees and coordinate secondary evacuation sites. This initiative unites widespread disaster prevention measures by local governments collaboration and corporate partners' virtual stockpiling scheme project to operate the safe evacuation of disaster victims. Kitashiribeshi Disaster Prevention Evacuation System (DPES) will facilitate communication and encourage people to take adequate evacuation action. Kitashiribeshi Evacuation Center Project will use building technology and energy to solve these evacuation site concerns and communicate the concept of " Kitashiribeshi regional coordinated evacuation" to the people in the community, cultivating an image of such a system. The realization of this evacuation center system will create an opportunity for businesses to collaborate with local governments to launch disaster prevention-related information infrastructure projects and expand them domestically and internationally. Local governments can procure unavailable resources through existing systems by collaborating with businesses in the private sector, thereby enhancing the peoples' QOL in the event of a disaster. These trials provide a new regional broad-area evacuation design model that can also be applied in other regions.
