Abstract: Ebetsu City in Hokkaido is predicted to experience triple earthquakes, including an epicentral earthquake. In addition, the city has historically faced flooding due to its geographical location in the Ishikari River Basin. It is also at risk of disasters such as windstorms and landslides caused by torrential rains during the peak typhoon season. In response to these disaster risks, small and medium-sized enterprises (SMEs) that support local industries must be prepared with Business Continuity Plans(BCPs) to strengthen their ability to respond to emergencies and have methodologies to recover after a disaster. The Disaster Management Policy Research Unit of the Hokkaido University School of Public Policy and Hokusyo Corporation is working on designing the BCP development process for SMEs in Hokkaido. Hokusyo is an SMEs with about 30 employees in Ebetsu City, whose core businesses are automobile parts distribution, automobile maintenance, and recycling/rebuilding. The BCP planning team in Hokusyo was formed in 2021 and started to design a BCP by adopting the BCP planning guidelines of the Small and Medium Business Administration (SMEA). This study provides a case study of Hokusyo, an SME that has developed a BCP by overcoming structural challenges during the BCP formulation process. We envision an approach in which SMEs are equipped with a BCP to strengthen their management foundations after disaster recovery. To achieve this objective, we identify the characteristics of Hokusho's BCP formulation process, contrast its attributes with the “ISO Crisis Risk Management Guideline 31000: 2018 Framework”, extract common elements with the ISO 31000 philosophy and methodology, and discuss the approach to ensure that SMEs are prepared with a BCP and strengthen their management foundations. It was confirmed that Hokusyo's BCP formulation process encompassed the initiatives indicated in the Crisis Risk Management Frame requirements. Therefore, by flexibly incorporating ISO 31000 elements into these efforts when updating the BCP in the future, it is possible to develop a management strategy that shifts from a "recovery process" to a "core business value creation process" in the event of a disaster. This case study suggests the possibility for SMEs to develop their own BCP formulation process, depending on innovations in the BCP updating and operating process.
北海道江別市は、石狩川流域に位置するため地勢的歴史的に洪水の被害も受けてきた他、複数の地震が起きると予想されている。台風最盛期の豪雨による洪水、暴風、土砂災害等の災害に遭うリスクもある。こうした災害リスクに対して、地域産業を支える中小企業( Small and Medium-sized Enterprises : SMEs)は、事業継続計画(Business Continuity Plan:BCP)を備えて、緊急時の対応力を強化し、災害後に素早く復旧するための方法論を備えなければならない。 北海道大学公共政策大学院防災政策研究ユニットは株式会社北翔(Hokusyo)と、道内のSMEsのBCP策定過程をデザインし、災害を契機に経営基盤を強化する経営戦略を立案することに取り組んでいる。 Hokusyoは、北海道江別市に所在する、自動車部品販売、自動車整備事業、リサイクル・リビルト事業を中核事業とする従業員約30名のSMEsである。Hokusyoは、2021年にBCP策定チームを結成し、中小企業庁BCP策定運用指針を採用して、BCPの策定に着手した。本研究では、BCP策定過程で直面する構造的課題を克服してBCPを策定した北翔を事例研究し、「SMEsがBCPを装備し、災害を契機に経営基盤を強化するアプローチ」を構想する。 当社のBCP策定過程の特徴とISO危機管理指針31000:2018フレームワークを対照し結果、HokusyoのBCP策定プロセスには、ISO 31000の理念と方法論の6つの要件に定義されている取り組みが包含されていた。よって、今後BCPの更新時にISO31000の要素を、更に柔軟に組み込んでゆくことによって、災害を契機として、「復旧プロセス」から「中核事業の価値創造プロセス」にシフトする経営戦略を描くことは可能である。 本事例研究は、BCPの更新と運用過程の工夫次第で、独自のBCP策定プロセスは描きうるSMEsの可能性を示唆する。
