| Abstract: | The purpose of this research is to assess the accessibility of restrooms in daily life for elders and persons with disabilities around Sapporo station.
We reviewed laws and guidelines for the barrier-free design in Japan and the United States, and also conducted the field check about the usability of public spaces. For considering the public capacity which is the accessibility as a seamless environment for persons' stay in downtown, we designed the check sheet and devised the method to examine whether or not restrooms meet users' needs in daily life based on these surveys . We concluded that the present state of public restrooms around Sapporo station is unequally laid out or partially serviced. | | 1994年に施行されたハートビル法をはじめとする法律や条例によって建物や道路のバリアフリー化が進められ、また、ノーマライゼーションの一般的浸透により高齢者や障害者の日常的な外出の機会も増えつつある。しかし一方で、外出先での排泄行為への不安は大きく、外出自体を躊躇してしまう高齢者や障害者の人々がいるのも事実である。
本研究は、公共的トイレ注1）が実際の生活に即したかたちで有効に利用できるかどうかを考える立場から、トイレへの移動と設備自体の利用を含んだアクセシビリティ注2）を評価する手法を考案し、札幌駅周辺の公共的トイレのパブリック・キャパシティを把握することを目的とする。ここで言うパブリック・キャパシティとは、ある設備の公共的な利用に対する受容力を指す。特に駅周辺の市街地においては、建物に用のない人でも、その建物のトイレを利用することが日常的に行われる。そのため、公共的トイレのパブリック・キャパシティはその対象施設内からの利用に限られないことが望ましい。公共的トイレのパブリック・キャパシティを高めることで、高齢者や障害者の不安が減り、外出する機会が増加することが期待できる。 |
