| Abstract: | 本稿の目的は，筆者が前考において示したリスク・コミュニケーションに関する概念装置をツールとして用いることにより，利害関係者の発信するリスク関連情報を分析できることを示すことである。筆者の提示した概念装置は，「パラダイム」，「コンプライアンス」および「フレーム」から成る構造モデルである。リスク関連情報はこれらのカテゴリーに分類できるが，同じ内容の情報でもリスク管理者と利害関係者の間で論点のカテゴリーにミスマッチが生じると，両者の乖離が解消されず利害関係者に不安が生じると考えられる。そこで，本稿においては，筆者がこれまでに提示した概念装置について概説した後，BSE対策見直しの事例を用いて本ツールの有効性を検証する。また，BSE問題に関して，どのような論点の混乱が起きたのかの分析を試みる。 | | This report is to propose a new tool to analyze causes of risk communication turmoil among stakeholders using the structure models I previously proposed. These models consist of "categories"; "paradigm", "compliance", and "frame". Even though opinions on a risk are categorized into these categories, a single opinion can be classified differently depending upon the situation and/or the stakeholders. Therefore, a risk manager needs to receive and analyze the information properly in order to deal with risk issues proactively. This paper attempts to verify the efficacy and the limitation of the model. |
