Abstract:	近年、自律的観光や着地型観光といった｢地域主導の観光｣が提唱されているが、それが実現した状態については明らかにされていない。そこで本研究では、北海道夕張市の観光政策の分析を通じて、地域主導の観光の姿を考察した。具体的には、地域主導の観光の特徴である｢地域資源の観光への活用｣および｢地域主導の意思決定｣の視点から、夕張市の観光政策の問題点を洗い出した。その結果、夕張市の観光政策には1) 観光による利益を地域資源に還元するしくみがなかった、2) 地域外関係者が地域づくりを主導し、地域側が意思決定を主導できなかったことを明らかにした。そして、地域資源への利益還元や地域住民の観光へのかかわりが、地域主導の観光を推進する上で重要であることを指摘した。
