| Abstract: | 例えば市場に大きく依存している社会においては市場で取引される生産情報が豊富であるというように，それぞれの文化はそれに対応する情報分布をもっている。本論文では，どのような情報が存在し，どのような情報が欠落しているかというような「情報の分布」という点に注目し，情報と文化の関係を考察する。北海の汚染防止のための多国間協力という具体的な事例を基に，どのようにして一つの文化的観念である予防的アプローチが従前の行動規範であった「捨ての文化」に替わって関係各国の共通の指標として受け入れられるに至ったかを，情報の欠落という観点から分析する。「捨ての文化」が根源的に依存している同化吸収容量という概念を情報と情報の扱いやすさという観点から詳細に検討することにより，実はこの有効な同定が困難であることを示す。北海閣僚会議という空間が，従前の「捨ての文化」が肯繋としていた情報が実は欠如しているということの認識の共有を推進し，その結果「捨ての文化」が予防的アプローチというより人間の無知や情報の限界を意識した新しい準拠によって置き換えられたことをみる。 | | The central hypothesis in this paper concerns a relation between a culture and information; how wide recognition of lack of information central to a given culture leads to the replacement of a certain culturally framed behavioral pattern with a new one， Situated in multi-national cooperation for ap rotection ofthe North Sea，I explore how ac ulturally framed concept，the Precautionary Approach，came to substitute for the previous culture，which heavily relies on an assimilative capacity of the sea，a capacity to absorb and cleanse harmful materials，and thus allows dumping of wastes as default activities. Close examination of this notion， however，shows that the actual and precise quantification of the assimilative capacity has suffered from a lack of crucial information. For creating a shared framework for this problem，the paper further points out，three features of the International Conferences on the Protection of the North Sea have played important roles: science-based conclusions，national accountability，recognition of the North Sea as a common resource. In the light of these conferences，countries have adopted the Precautionary Approach，by which each country accepts that lack of information about the assimilative capacity requires culturally new attitudes and governmental behaviors based more on a realization of human ignorance. |
