Abstract: This paper examines the necessity of the evaluation of the university staff from the point of view of the staff in light of the environmental changes in modern university management. To improve the quality of the university staff, many universities have introduced SD. At some private universities, grading systems (ability-based grading systems, job-based grading systems, etc.), compensation systems (promotion, salary increases) and evaluation systems have been introduced. However, assessing the introduction of staff evaluation systems and understanding their various aspects differ greatly among universities. Basically, I feel the necessity for introducing such a system provided the method of evaluation is appropriate and is aimed at vitalization of practice. If, conversely, the system were used for the purpose of cutting personnel expenses or arbitrarily misused by managers, resulting in penalizing staff members, I would be against it. Therefore, it is important for those studying higher education to comprehend the actual status and purpose of the staff evaluation system, and also examine the need for it. It is hoped that the system can be effectively utilized owing to the severity of today's management environment and, for that purpose, the system is especially expected to improve the ability of staff members to perform their duties.
