Abstract: In Japan, a shrinking population and declining industries in rural areas have affected the sustainability of many such regions across the nation. This recent social change has led many local municipalities to attempt community rejuvenation. Resource development, and its effective use for economic and social revitalization, has been considered one of the key countermeasures to facilitate community development and revitalize the local community. However, few studies have examined a common strategy of resource development that can be shared with the community. This study identifies four different types of relevant resource use patterns, with each pattern classified by up to two different standards. The author suggests two contingencies that define the degree to which a community resource strategy exists on the spectrum of resource-oriented to culture-oriented; the degree of global mass-market production and the extent of limited community consumption. The results imply that intentional craft production characterized by local culture for a limited number of consumers will represent the most effective resource use for the local community.
