Abstract:	国際的な貧困克服の手法をめぐって、開発経済学者たちの間に論争がある。それは、持続可能な開発目標（SDGs）の有効性をめぐる議論に直接関係している。小論は、彼らの議論を、経済発展と援助の関係の問題、及び経済発展と政治的秩序の関係問題という二つの観点から整理する。最後に、ルワンダと北海道の経済交流・協力事業が留意すべき問題点として、国民統合の課題と、「四つの罠」回避の課題について考察する。
