Abstract:	日本が近代化する時代において、日本の地域社会や生活文化の実態とその変容を明らかにした二人の民俗学者、柳田國男と宮本常一が地域社会を見つめる姿勢から観光の意義を考察し、中央アフリカ、カメルーン共和国に現存する伝統的首長国における筆者の調査経験をもとに、「遊びとしての観光」の重要性を論じる。さらに、ルワンダの観光開発における自律的な観光地経営を担う人材育成の必要性を述べる。
