Abstract:	北海道の農業発展過程と現状の課題を掲げ開発の歴史が浅い「ルワンダ」が同じ轍を踏まないようにすることが大切。北海道は屈指の食品産業出荷額を有するが域内において付加価値率が低く高次加工には至らない。一方「ルワンダ」においても食関連産業の経済波及効果は国内より国外へ大きく広がる取組が必要である。このため産業の内部化をすすめる優位性の根拠を示した上で、チャレンジできる仕組みづくりなど官民活用型の支援策を提案する。
