Abstract:	ルワンダはICT立国を目指し、アフリカのビジネス・センターとして新しい成長を始めている。しかしながら、電化の推進が大きな課題で、内陸国であること、需要が分散していることから、太陽光発電などを活かしたマイクログリッドシステムの可能性がある。このような小規模分散型電力経営モデルには、北海道の市民風車導入の経営モデルを活かすことが考えられる。また、この際、その資金調達のために、ルワンダの電化に投資を呼び込む国際広報戦略が重要である。
