Measurement of ground temperature is required to prove the absence or presence of permafrost, although availability of the in-situ measurements is practically limited. Ground surface temperature is easier to measure, but does not suffice for proof. Knowledge on the relationship between mean annual ground surface temperature (MAGST) and ground temperature can facilitate inference on the absence or presence of permafrost. In this report, we conducted a synthesis analysis on the thermal offset (TOFF), defined as the temperature difference between the permafrost top and the ground surface, from the available literature, and investigated the conditions for presence of permafrost at the places with MAGST≧0℃. It is found that the lowest TOFF value was -3℃, and TOFF approaches 0℃ as MAGST decreases. Despite it is possible to have permafrost with MAGST≧0℃, it is very likely to be permafrost-free when MAGST>3℃.
