Abstract:  本研究は,北海道奥尻高等学校(以下,奥尻高校)の町立移管の事例から,都道府県立高等学校の学校設置者が町へ移管される過程を明らかにし,高校が「町立化」することの意味を探究するものである。北海道南西部の奥尻島にある奥尻町は,地元の北海道立奥尻高校を2016年4月に町立に移管した。奥尻町は地元道立高校の学校設置者移管を決定,実行したことで,旧設置者である北海道との関係は残しながら,これまで全く未経験であった高等学校教育行財政の実務に取り組んでいる。また,町立移管後の奥尻高校は校長を中心に新たな教育ビジョンを掲げ,町の高校として教育活動の充実を目指し動き出した。本稿の焦点は,道立高校を町立化するという奥尻町の重大政策の実態と,高校教育にかかる教育行財政および学校経営の動態に当てられる。
 This study clarifies the process of transfer of prefectural high school schools to towns from the case of Hokkaido Okushiri High School and searches for this meaning. Okushiri Town transferred the prefectural Hokkaido Okushiri High School to the town in April 2016. First, why was the town transfer possible? Our findings are 1)mayor's influence, 2)financial efficiency and policy urgency, 3)close cooperation with related organizations and 4)position as a model case. Next, the financial burden of the town was larger than estimated, and in addition, the human and financial support from Hokkaido had a major impact on the high school management of the town after the town transfer. Meanwhile, Okushiri Town's own budget was effective in supporting new high school initiatives. As a result, the psychological distance between Okushiri Town and Okushiri High School is getting closer, and the townspeople are beginning to evoke expectations for the future of the town. The point that is not changed by the town transfer is the relationship managed by Hokkaido, the former installer. Specifically, it refers to the application of wide-area personnel for faculty and staff, visits to supervisors from educational offices, and opportunities for guidance advice. In the future, the guidance and advice relationship between prefectures and municipalities will change, and it is expected that the town will take more leadership in high school education. For that purpose, it is important to utilize the prefectural instructor's visit to the autonomous high school management strategy of the municipal high school.
