Abstract: 本論は、1939(昭和14)年に始まった樺太庁の文化政策についてまとめた。樺太庁長官が主導していることから、政策化と事業を推進する組織作りは早く、研究活動の支援が行われている。この時期の樺太は、長期の拓殖計画が実施され、現地出身の青年層が社会を担いつつあり、独自の郷土文化を確立させようとする政策は住民の意思と合致し、それまでの郷土研究での成果が事業の展開を可能とした。本論はこの文化政策の経緯と、その成果からみる郷土像の形成について考察する。
This article summarized the cultural movement led by the Governor of the Karafuto (Sakhalin) Local Government that began in 1934 in Karafuto during the Japanese territory. In this era, Japanese people from Karafuto are making inroads into society. The policy of establishing a unique culture coincided with the will of the residents who sought local culture. The organization was formed quickly by the governorʼs command. And the accumulation of local research up to that point made the project possible. But war changes development policy, and the Secretary takes turns. In publishing business and social education, the history of Japanese territory, Anton Chekhovʼs works, historic sites of the Russian Empire era, the history and life of indigenous peoples, and the various images of Karafutoʼs hometown are shown. The Japanese are the main players in this policy, and although there is an aspect of cultural control over other ethnic groups, it can be said that this policy created the uniqueness of Karafuto, which is not found in the Japanese culture in the interior.
