| Abstract: | Twenty-six years have passed since the drafting of the bill to introduce the selective married couple surname system, but there is still no consensus on its introduction. In order to explore the reasons for this lack of consensus in the debate, this paper uses the theory of deliberative systems to analyze and evaluate the discourse of media, citizens, political parties, judiciary, and administrative sites. As a result, it emerged that besides partisan conflict, the structure of the debate and the fact that it is a minority issue maybe the impediments to consensus on the selective married couple surname system. |
