Abstract: 少子化問題は現代日本社会の大きな問題である。中央政府、自治体やNPOがこの問題を懸命に取り組もうとするにも関わらず、状況の改善は容易ではない。本文は少子化問題を日本社会の養育性形成過程の問題として考える。養育性を個人の属性としてだけではなく、時代や社会の現象である側面も重要である。経済高度成長に伴って日本社会に起きた核家族化をはじめとする一連の社会的変化、特に子育て環境の激変によって、既に2、3世代の日本人は養育性形成不全の状態に陥る。子どもの数が減少し、地域では遊んでいる子どもの姿が消え、地域の大人と子どもも参加した子育ても存在せず、70年代から若者たちはほとんど子育てに参加せずに成人になる。家庭や地域が機能していた時代において、若者の養育性の形成は学校教育の介入なしでもある程度維持ができたが、現在において、若者の養育性形成を有効に促進させるのは学校教育の使命と考える。
Based on sociological and statistical data as well as on observations made through reviewing photographs, taken during 1950’s to 1970’s, of Japanese children’s daily life, it was suggested that due to drastic changes in physical and social environments for childrearing, two generations of Japanese have grown up with pervasive and serious difficulties in the formation of appropriate attitudes, body techniques and knowledge necessary for child rearing, so much so that modern Japanese society can be characterized as a society with severe failure in the formation of nurturance, both at the individual and the societal levels. It was also suggested that schools should and can take on the task of helping cultivate nurturance in younger generations of Japanese.
